Environmental Services

Basic environmental consultancy services

Basic environmental consultancy services involve periodic (monthly) methodological management of company activities from an environmental perspective, in the following scope.

a) General environmental protection

  • ongoing review of the company’s internal regulations and procedures with regard to compliance with requirements of environmental legislation in force (waste management, water management, air protection, handling of chemicals and chemical preparations, packaging, nature and landscape protection), inspection, and proposals of methods to comply with Act no. 17/1992 Coll. on the Environment and Act no. 114/1992 Coll. on Nature and Landscape Protection and associated legal regulations;
  • proposals for remedial action to prevent and dispose of accidents in terms of environmental protection;
  • proposals for monitoring and measuring the environmental impacts of the company’s activities;
  • evaluation of the results of monitoring and measuring the environmental impacts of the company’s activities, remedial action concepts;
  • annual reports for company management, assessing the quality of the company’s environmental management, and proposals of environmental targets for the next year.

b) Company waste management

  • performance of the role of company waste manager pursuant to Act no. 185/2001 Coll. as amended;
  • methodical classification of waste generated by the company’s activities under the Waste Catalogue (Decree no. 381/2001 Coll., as amended);
  • design of suitable collection equipment for the various types of waste generated and methods for their separate collection (and storage if needed), disposal or reuse;
  • provision of methodological assistance in maintaining ongoing records on waste generated by the company’s activities;
  • elaboration of identification sheets for hazardous waste generated;
  • production of annual waste generation reports for relevant state administrative bodies and the Czech Statistical Office;
  • negotiations with relevant state administrative bodies on the issuance of permits for handling hazardous waste generated by the company’s activities.

c) Water management

  • provision of methodological assistance for company staff for activities associated with water management;
  • design of methods for complying with requirements on the company pursuant to Act no. 254/2001 Coll. on Waters and related legal regulations;
  • provision of professional support in the event of the occurrence and elimination of accidents associated with an adverse impact on, or threat to, water quality;
  • arrangement for the sampling of pre-treated wastewater before its discharge into surface waters or sewerage, evaluation of the results of laboratory analyses on wastewater samples in relation to limits in force as set by the water management authorities or emissions standards specified in Government Regulation no. 61/2003 Coll. (laboratory analyses as such are not part of the offering);
  • calculation of charges for groundwater and surface water consumption and wastewater discharge into surface water.

d) Handling of chemicals

  • performance of the role of the authorized entity for handling highly toxic chemicals and chemical preparations pursuant to Act no. 356/2003 Coll. on chemicals and chemical preparations, as amended;
  • performance of professional supervision of the handling of chemicals and chemical preparations;
  • proposals for measures to remedy the identified deficiencies;
  • provision of relevant professional information concerning the handling of chemicals and chemical preparations;
  • ongoing verification of whether products consumed by the company fall under the powers of Act no. 356/2003 Coll. on chemicals and chemical preparations, and proposals for dealing with any findings.

e) Package handling

  • provision of methodological assistance in maintaining ongoing records on packaging pursuant to Decree no. 117/2002 Coll.

f) Air protection

  • provision of professional assistance for companies operating sources classified as sources of air protection (SAP) pursuant to Act no. 86/2002 Coll.;
  • classification of any facilities operated that generate emissions to the air in the respective categories under Act no. 86/2002 Coll. on air protection;
  • arranging emission measurement by entities authorized under Act no. 86/2002 Coll. and monitoring the compliance of measurement results with legal regulations in force;
  • provision of methodological assistance in maintaining ongoing records and summary annual records on SAP;
  • calculation of charges for existing sources of air pollution.

Irregular environmental consultancy services

Irregular environmental consultancy services arise from ongoing monitoring of the developments in environmental legislation and the derived duties of companies beyond the scope of their everyday activities, or else they arise directly from companies’ requests.

Irregular (one-off) consultancy services include the following categories of activities:

  • initial development of environmental management concepts for the areas
  • ofcompany waste and packaging management;
  • air protection;
  • water management;
  • handling of chemicals and chemical preparations;
  • nature and landscape protection;
  • fundamental modifications to companies’ internal regulations and procedures in the above areas of environmental management resulting from amendments to legislation (minor modifications are part of the basic periodic services);
  • elaboration of company waste management plans;
  • elaboration of air protection operating rules (source operating rules) pursuant to Act no. 86/2002 Coll.;
  •  elaboration of an individual SAP emission measurement plan pursuant to Section 7 of Decree no. 356/2002 Coll.;
  • elaboration of an action plan for the event of an ecological accident pursuant to Act no. 254/2001 Coll., and arranging for the issuance of statements by relevant catchment authorities, minor watercourse authorities, and water management authorities;
  • elaboration of safety schemes pursuant to Act no. 353/1999 Coll. on preventing major accidents pursuant to amended Act no. 82/2004 Coll.;
  • elaboration of water management operating rules, and arranging for the issuance of statements by relevant catchment authorities, minor watercourse authorities, and water management authorities;
  • waste sampling for the purpose of assessing its macerability and hazardous properties pursuant to Decree no. 383/2001 Coll. (Annex 4) and Section 5 of Decree no. 376/2001 Coll. as amended;
  • ensuring an assessment of the hazardous properties of waste for the purpose of ruling out any hazardous properties;
  • elaboration of accident plans, operating regulations and other operating rules required for companies by environmental legislation in force or their non-standard operations;
  • development of applications for integrated permits pursuant to Act no. 76/2002 Coll.;
  • environmental impact assessment;
  • surveys to identify rock environment contamination;
  • groundwater quality monitoring;
  • assessment of health and environmental risks derived from any contamination of structures, soil and groundwater;
  • remediation of contaminated rock environments and groundwater;
  • involvement in water management, construction and other proceedings as requested by the company;
  • dealings with relevant state administrative authorities in the area of environmental protection beyond the scope of basic consultancy services;
  • and more.

Environmental impact inspection and training activities

Environmental impact inspection activities consist in the performance of independent audits of the state of environmental management (technical and systems environmental audits) within companies.

The inspection activity involves:

  • monitoring adherence to working procedures and instructions in the EMS under ISO 14001;
  • monitoring equipment and the overall condition of waste collection points (or waste storage areas);
  • monitoring performance of company staff duties in handling waste pursuant to applicable legal regulations, rulings of state administrative bodies, and applicable internal regulations;
  • monitoring performance of the company’s duties derived from Act no. 254/2001 Coll., related legal regulations, and rulings of state administrative bodies in water management;
  • monitoring compliance with generally binding legal regulations in air protection and any rulings of relevant state administrative bodies;
  • monitoring security when handling chemicals and chemical preparations;
  • monitoring other environmental aspects as requested by the company (e.g., monitoring adherence to environmental programs, goals and targets, etc.);
  • participation in internal and external audits under ISO 14001 to monitor performance of work procedures applicable to the company’s environmental management.

Expert staff training sessions are carried out at a frequency derived from the requirements of environmental legal regulations in force, or the company’s environmental management system or its own requirements.

These training sessions chiefly cover:

  • company waste and packaging management;
  • air protection;
  • water management;
  • handling of chemicals and chemical preparations;
  • nature and landscape protection;
  • environmental aspects of the company’s various activities, their environmental impacts, and the company’s management obligation (register of environmental aspects);
  • register of legal regulations;
  • accident situations that may emerge in the company, including their prevention;
  • amendments to environmental regulations.

Expert work on building environmental management systems under ISO 14001

The bidder will provide the customer with engineering work concerning any particular problems with the implementation of requirements of ČSN EN ISO 14001 and similar tools within the company management system. This primarily involves assistance in elaborating the following:

  • register of environmental aspects;
  • register of legal regulations;
  • regulations in waste management, air protection, water management, handling of chemicals and chemical preparations, nature and landscape protection;
  • accident plans derived from the requirements of Act no. 254/2001 Coll.;
  • environmental regulations, training and education;
  • environmental policy;
  • environmental programs, goals and targets;
  • guidelines for monitoring and measuring the environmental aspects of the customer’s various activities and fulfilling its environmental programs, and more.
